It doesn't matter who runs, "owns" or operates a gas station, but rather if they have fuel, if it's flowing and at what price. In a certain economic sense, Russia has maintained a level of stability and continuity since the time of the czar. Volodymyr Zelenskyy is hitting the levers of change. There's a lot pruning going on in the fossil fuel sector globally.
