Please check your local library if they have any kind of masks to give out to the public. My local library usually has Honeywell bifold/flat fold head strap N95 masks (with nose foam!) and sometimes they have blue surgical masks. If your local library does not have masks, please try requesting for masks. Talking directly to a librarian would likely be the fastest and most direct way. Although, your library might have an in-person or online way of submitting suggestions.
