Seeing how they aren’t Israeli citizens, I’m not sure why that’s relevant.
Canadians aren’t allowed to vote in U.S. elections either, whether the U.S. was killing civilians there or not.

Gaza held their own elections over 20 years ago. They elected Hamas, which immediately murdered their political opponents and have forbidden elections ever since.
