Switzerland solved this. Make cash payments constitutionally enforced everywhere if the citizen wishes to pay with cash.

You know that's actually an EU rule as well? It's the law on most EU countries, but it's never enforced. After the fiasco with the blackouts and three days of internet outages in Spain a while ago the commission started to push for more enforcement, and recommend that everyone always keeps cash for a few days on hand.

Ironically, the EU has the same rule. You can use cash anywhere you want, "card only" shops are illegal.
