Trump needs a ton of potable water to cool the probably nuclear powered White House ballroom AI bunker & that would cost a lot of money to pay DC Water. Diverting from the Potomac River through the Reflecting Pool keeps it under Federal control through the National Parks & bypasses City water quality standards for very polluting data center discharge. They might even be trying to use the Reflecting Pool as a giant evaporative cooler for the discharge. But the river is super polluted already.

The Potomac River is regularly polluted with sewage overflow, farming fertilizer + pesticide runoff, industrial discharge, trash, etc, etc. To use that in a data center it needs to be cleaned up or it would clog up data center chillers almost immediately, which takes industrial water filtration, like ozone nanobubblers.
