If you don't, you can't access the digital license. I understand why they do that: 14 days is time enough to finish most video games, so you could complete the game and then ask for a refund. But private companies shouldn't be able to force users to lose their consumer rights, bypassing the law and painting that as if the buyers accepted it on their own free will.
