I don't think you're going to get cabin down from 38 °C to 29 °C or less with fans circulating 24 °C air from outside. I know my car's fan can't do that with the AC off. Maybe with an active exhaust fan in addition to the intake you could move enough to make it happen tho. But overcoming solar heating with fans is hard. You need the wattage to move large volumes of air faster than new heat enters the system.
