A clear throughline today is that open source is a foundation, not an outcome. Europe’s future depends on sustained investment in maintenance, on interoperability through open standards, on procurement that enables adoption, and on ecosystems that reduce fragmentation rather than reproduce it. As the EU continues to shape its approach to strategic autonomy, how we achieve this needs to be informed by the realities of building, securing, and maintaining the software systems Europe relies on.
